Manchester United ‘should NOT have been awarded penalty’ in Champions League win over PSG, insists Mark Halsey
Manchester Uniteds match-winning penalty against Paris Saint-Germain should NOT have been given, according to Mark Halsey. The former Premier League official believes VAR pressured the on-field ref into changing his mind to award the spot kick, from which Marcus Rashford fired United into the quarter-finals of the Champions League. The Red Devils completed a famous comeback against the French champions on Wednesday night, coming back from a 2-0 first leg deficit to win 3-1 at the Parc des Princes and go through on away goals.Rashford kept his cool to send United to the last eight3

But they did so in controversial style, as Rashford slammed in his winning goal from the spot in the fourth minute of stoppage time after yet another delayed VAR decision.

The penalty was eventually awarded after Diogo Dalot’s speculative shot struck Presnel Kimpembe on the arm. Slovenian referee Damir Skomina initially signalled for a corner, but was alerted by the Video Assistant Referee and, after a substantial delay as he checked the pitch-side monitor, the spot kick was given for handball.PSG star Neymar, who missed both the ties through injury, angrily blasted the decision as a disgrace, while manager Thomas Tuchel said his side did not deserve to go out.PSG captain Thiago Silva argues with the referee after he awarded Man United a penalty3

And Englishman Halsey agrees, saying the penalty should NOT have been given.Speaking to Jim White at the opening of the new talkSPORT studios in London, the former ref explained: According to law 12, handball, the position of the hand of the arm doesnt necessarily mean an offence has been committed there has to be a deliberate movement of the hand or arm towards the ball.In order to use VAR, it has to be a clear and obvious error [by the referee]. Was that clear and obvious error last night? Its great Manchester United have gone through, but in my opinion, do we really want a game of that magnitude to end in the manner it ended in last night?Everything is silently checked. The VAR would have silently checked that and recommended a review to the on-field referee. Then, the on-field referee will go and look at the monitor and the final decision has to be made by the on-field referee.Slovenian referee Damir Skomina consults VAR before giving Man United a penalty3

In that situation, for me, to become a top referee at that level you have to be mentally strong and if youve got anything about you, you look at that and say no its not a deliberate act. Thats not a deliberate handball in my opinion. The referee has made the call straight away and not given it, and I suppose he feels under pressure because the VAR has recommended to review it.We saw in the World Cup a couple of times where the referee reviewed the monitors and stuck to their original decision thats what we want to see.Would I have given it? No!
